First Quality Paper![]() In the summer of 2007, the Mifflin County Industrial Development Corporation was working together with Pennsylvania’s Governor’s Action Team and Granville Township to bring the First Quality Diaper Factory to Mifflin County and they needed approvals to occur quickly. In June, 2007, PennTerra was contracted to design the 1.25 million square foot diaper factory on a very aggressive schedule. PennTerra committed to this important project and after only six months, the 100 acre vacant tract has been transformed to a unique industrial property with nearly 60% of the building’s structural steel and framing completed. There were many elements that were incorporated into the site’s design. PennTerra’s First Quality Design Team worked on a massive earthwork design, a railroad siding, consideration for future development and a unique stormwater design consisting of four detention basins including three “wet ponds”.
