First Quality Paper

In the summer of 2007, the Mifflin County Industrial Development Corporation was working together with Pennsylvania’s Governor’s Action Team and Granville Township to bring the First Quality Diaper Factory to Mifflin County and they needed approvals to occur quickly. In June, 2007, PennTerra was contracted to design the 1.25 million square foot diaper factory on a very aggressive schedule. PennTerra committed to this important project and after only six months, the 100 acre vacant tract has been transformed to a unique industrial property with nearly 60% of the building’s structural steel and framing completed. There were many elements that were incorporated into the site’s design. PennTerra’s First Quality Design Team worked on a massive earthwork design, a railroad siding, consideration for future development and a unique stormwater design consisting of four detention basins including three “wet ponds”. The construction of these facilities showcases PennTerra’s progressive design abilities. In addition to the design of phase one, PennTerra has also:

  • Worked as the liaison for First Quality on the construction of the project
  • Began the design of Locust Road (access road to the site) for the Mifflin County Industrial Development Corporation
  • Provided construction survey services
  • Began design of the second phase of the project


Through the strong cooperative effort of the Mifflin County Conservation District and Granville Township, the First Quality Project was expedited in review and permitting which allowed this huge project to get underway. By October 2007, only three months after we began design of the project, Glenn O. Hawbaker, Inc. began moving over one million cubic yards of material. PennTerra was involved through the construction phase of the project and the facility officially opened on October 15, 2008.
